OC man gets hefty prison terms for sexual assaults

An Oil City man was sentenced Tuesday in Venango County Court to hefty prison terms in connection with three cases in which he was accused of sexually assaulting young girls.

Patrick Warren Retzer, 21, had faced 338 charges in one of the cases. He had pleaded guilty in April in that case to four charges, and he pleaded guilty to one charge each in the other two cases.

In exchange for Retzer’s guilty pleas, prosecutors agreed not to proceed with the remaining charges in all three cases.

The charges against Retzer were filed last year in all three cases, and police said the incidents in the cases occurred in 2020 and 2021.

Retzer was sentenced in the case that originally involved 338 charges to 66 to 132 months confinement on a charge of involuntary deviate sexual intercourse, 36 to 72 months confinement on a charge of aggravated indecent assault, and 10 to 24 months confinement on two counts of sexual abuse of children/possession of child pornography.

In each of the other two cases, he was sentenced to 14 to 36 months confinement on a charge of unlawful contact with minor/without consent.

The combined sentence range for all the charges is 11 years and eight months to 27 years. Court documents don’t indicate how many of the sentences are concurrent and how many are consecutive.

The sentences were handed down by Marie Veon, the county’s president judge.

In the case that involved the 338 charges, Franklin state police said Retzer had sex with a 14-year-old girl at least 50 times starting in June 2020.

In one of the other two cases, Retzer was accused of digitally penetrating and sexually assaulting another 14-year-old girl, police had said. And the third case involved an incident with a 12-year-old girl, according to police.
