2 OC residents face charges in ongoing drug delivery cases

Franklin state police have filed charges against two people in connection with ongoing drug delivery investigations.

The defendants have been identified as Henry Beichner, 43, of Oil City; and Carrie Ann Lavan, 38, also of Oil City.

A criminal complaint filed by state police says Beichner on two occasions in December accepted delivery of a large quantity of illegal drugs to his residence at 120 Plummer St. in Oil City in exchange for drugs for personal use.

The complaint says Beichner had an agreement with co-defendant James Kopf of Oil City to receive the shipments that were delivered by the U.S. Postal Service by overnight mail.

Records were received through the postal inspector’s office confirming the dates and times of the shipments as well as Beichner contacting the postman to check on the delivery time of the the shipment, the complaint said.

Meanwhile, a criminal complaint filed in Lavan’s case says she assisted in the sale and distribution of crystal methamphetamine with co-defendants that included Kopf, Jeffrey Feely, Katharyn Rivers and Michael Joseph Poch.

Those four have already been charged in connection with the ongoing investigations.

The criminal complaint in Lavan’s case says she also knowingly permitted shipments of crystal meth to be delivered to her residence at 120 Clearfield St. in Oil City by overnight shipping through the Postal Service in exchange for drugs for personal use.

The complaint also says Lavan was observed with Feely on Jan. 3 just prior to his arrest and that she was observed at the Holiday Inn Express with Feely and Kopf.

Both Beichner and Lavan have been charged with two felony counts of manufacture, delivery or possession with intent to manufacture or deliver, single felony counts of corrupt organizations-employee and conspiracy, and two misdemeanor counts of possession of a controlled substance.

Preliminary hearings for both Beichner and Lavan are scheduled at 1:30 p.m. Wednesday in Venango County Central Court.
